How Infrastructure Funding Can Create Ladders to Opportunity

This article illustrates how Community Benefit Agreements, or CBAs, can offer a solution to the problem of growing income inequality. In the Toronto region, growing income inequality is affecting young adults, immigrants, women, and racialized groups most acutely. CBAs can benefit local communities through infrastructure and development projects, as well as employment and training. 

With the support of multiple players, including governments, civil society, and the private sector, Community Benefit Agreements utilize public infrastructure funding to improve community outcomes. In addition to developing in-demand skills through apprenticeships and training, CBAs help connect community members with employers and good jobs.
